TAKE ACTION FOR REAL CHANGE

Hawaii’s condominium owners AND residents deserve a stronger voice in the legislative process, and you can help make that happen. This page is designed to equip you with the knowledge and tools to effectively advocate for meaningful condo law reform. Both residents and owners share the financial burden of maintenance fee increases, which impact everyone in different ways—whether through higher monthly fees, reduced property values, or increased living expenses. These rising costs place undue strain on working families, retirees, and renters alike, making it critical to address the systemic issues driving these expenses.

Even just a few minutes a week or month can make a huge difference. By joining this movement, you’re helping to hold decision-makers accountable and create a fairer, more transparent system for all Hawaii condo owners or renters.

Take Action: Your Voice Can Make a Difference

If we want legislators to truly understand the need for condo law reform, this is the most important step you can take: visit Hawaii State Capitol and write to your representatives.

Your letter doesn’t have to be long or overly detailed, but it needs to be personal. If you’ve experienced a specific issue, focus on that and explain how the reforms we’re advocating for could have resolved or prevented it.

Here are some key points to include in your message:

  • The need for an enforcement office to hold AOAOs accountable.
  • The importance of mandated reporting for unethical or illegal activities like embezzlement.
  • Why we need fiscal responsibility checks and balances to protect homeowners’ funds.
  • The demand for accountability and transparency in association management.

Try to distill your story into 300 words or less, staying focused on these critical reforms. Personal stories are powerful and can help legislators understand the real-life impact of the current lack of oversight.

This is our chance to show them the human side of these issues and why it’s time to take action. Let’s make our voices heard—together!

Do It Yourself: A Simple Guide to Submitting Testimony

If you prefer to submit your testimony on your own, here’s an easy-to-follow guide to help you navigate the process:

Step 1: Register on the Capitol Website

  • Go to the Hawaii State Capitol website: capitol.hawaii.gov.
  • Create an account to gain access to legislative tracking and testimony submission tools.

Step 2: Access Legislative Reports and Lists

  • On the Capitol homepage, click the “Reports & Lists” button in the grey block, or find it under “Laws & Research” on the horizontal menu.
  • Select the desired legislative year (e.g., “2025”).
  • Choose the action you’re interested in, such as “House bills introduced” or “Senate bills introduced.”

Step 3: Search for Relevant Measures

  • Use your browser’s search function (Ctrl + F on PCs) to find specific topics like “condominium.” This will highlight all measures related to your search term.

Step 4: Create a Measure Tracking List

  • Under the “Participate” menu, click on “Measure Tracking” to create and name your tracking lists.
  • Add relevant measures to your list (e.g., House or Senate condo-related measures).
  • Generate a report of your list in Excel or PDF format for easy reference.

Step 5: Sign Up for Hearing Notifications

  • Go to “Hearing Notification” under the “Participate” menu to be alerted when measures are scheduled for hearings.
  • Add measures individually and save your list. Alternatively, subscribe to committee notifications for broader updates.

Step 6: Prepare Your Testimony

  • Draft general statements now on key issues (e.g., election proxies, condo insurance) to refine later for specific measures.
  • When hearings are scheduled, follow the agenda’s instructions and submit your testimony by the stated deadline.

Most Important Step: TESTIFY!

  • Sharing your perspective is vital to influencing change. Even brief, personal testimony can make a difference.

Why Your Testimony Matters

When legislators see a groundswell of support from owners and residents like you, they’re more likely to pay attention and take action. Personal stories and thoughtful testimonies help:

  • Highlight the real-life impact of these issues.
  • Demonstrate the need for accountability, transparency, and better oversight.
  • Show the strength and unity of our community.

By participating, you’re helping to push for meaningful reform and ensuring that our voices are heard.
